Identity of the victim(s): two rather young men

Identity of the perpetrator(s):

Two men in plain clothes, one in a white shirt and the other in a black uniform with a truncheon, were applying physical force against two male civilians. The perpetrators firmly gripped the victims trying to make them get up, growled at them. The latter was on the ground. One of them groaned in reply: "I'm getting up! [...]". The other victim almost didn't move.
