Place/location: near Victory Square (ploschad' Pobedi), Sovetskij district.
Identity of the victim(s): Interview #1, Folder #1
Identity of the perpetrator(s): men who detained the victim were in grey military uniforms and helmets with face shields. Each one was equipped with a rubber truncheon, plastic antiriot shield. The victim does not believe they were the Special Police Force OMON.
The victim was detained by special force agents (possibly OMON). He was severely beaten with batons during detention and in a police vehicle. The evidence suggests that agents applied torture techniques (standing on the face, sitting on the person, blows to the kidney area) and attempted to inflict grievous bodily harm to genitalia, hip joints, and the head. After the victim was detained, he was transported to another unknown location in another vehicle composed of small cells (60x70 sm). As he was being transported, the victim started to lose consciousness.
On reaching the Detention Center in Okrestino, he was unable to walk and had to be carried out of the vehicle. The victim, among the other detainees, was forced to sit/lay on the cold ground between 3 AM-6 AM, while also being periodically pushed, yelled at, and morally degraded and humiliated. In the early morning hours, he was inspected by the doctor and transported to the hospital.
