Identity of the perpetrator(s): Spetsnaz agent in olive uniform and black protections

Spetsnaz agents arbitrarily arrested a man on the side of the road. He was probably driving and stopped. The man had his hands behind his back and was on his knees in front of the agents next to his car. The comment says the car was going to be searched.
