Identity of the perpetrator(s): OMON in black uniform and balaclava masks; plainclothes police officers

Near the Yubileiny hotel, a mass of OMON agents and plainclothes officers unloaded from vehicles on the street. They arbitrarily and unlawfully arrested passers-by, then they accompanied and forced them into the vehicles. Some of the arrested civilians were injured during the operation and were transported by hand to the vehicles.
