Identity of the perpetrator(s): OMON agents

A huge group of fully-equipped riot unit policemen (OMON with helmets, riot shields, etc.) were forming a chain on the street. A young male civilian, with both hands restrained behind his back, got detained by two officers (allegedly SWAT BB). He was not resisting while getting directed towards a van. In the center of the image, what seems to be a passed out male civilian (unconscious, limp body, not reacting whatsoever) got dragged on the asphalt by a policeman, also towards a van.
